The content listed below is non-accessible for the following reasons:

9.1.4.13 Content pointed to with pointer or having focus (Conditional)

Conditional: When the ICT is a web page.

If receiving and then removing the pointer or keyboard focus triggers the additional content to become visible and then hidden, the following is true:

– Removable: A mechanism is available to dismiss the additional content without moving the pointer or keyboard focus, unless the additional content communicates an input error or does not obscure or replace other content;

– Hoverable: If the pointer can trigger the additional content, then the pointer can move over the additional content without the additional content disappearing;

– Persistent: The additional content remains visible until the cursor or focus trigger is removed, the user fires it, or its information is no longer valid.

9.2.1.1 Keyboard (Conditional)

Condition: When the ICT is a web page.

All content functionality is operable through a keyboard interface without requiring a certain speed for each individual keystroke, except when the internal function requires input that depends on the path of the user’s movements and not just the start and end points. (Level A)

Note 1: This exception refers to the underlying function, not the data entry technique. For example, if text entry is done by handwriting, the input technique (handwriting) depends on the stroke (traced path) but the internal function (entering text) does not.

Note 2: This does not prohibit nor should it discourage authors from providing mouse input or other data entry methods in addition to keyboard operability.

9.2.1.4 Keyboard Shortcuts (Conditional)

Conditional: When the ICT is a web page.

Where keyboard shortcuts using a single letter, punctuation mark, number or symbol are used to activate interaction elements (links, buttons, etc.) then at least one of the following conditions must be met:

– There is a mechanism that allows the keyboard shortcut to be disabled.

– There is a mechanism to remap the keyboard shortcut to use another non-printable key instead (e.g., Ctrl, Alt, etc.).

– The keyboard shortcut can only be activated when the component has the keyboard focus.

9.2.2.2.2 Pause, stop, hide (Conditional)

Conditional: When the ICT is a web page.

For information that has movement, blinks, scrolls or is automatically updated, all of the following cases are met: (Level A)

– Motion, blinking, scrolling: For any information that moves, blinks, or scrolls, that (1) starts automatically, (2) lasts more than five seconds, and (3) is presented in parallel with other content, there is a mechanism for the user to pause, stop, or hide it, unless the motion, blinking, or scrolling is an essential part of an activity; and

– Automatic update: For all information that is automatically updated, that (1) starts automatically and (2) is presented …

Note 1: For requirements related to blinking or flashing of content, see Guideline 2.3.

Note 2: To the extent that any content that does not satisfy this criterion may interfere with the user’s ability to employ the page as a whole, all content on the web page (whether or not it satisfies other conformance criteria) must satisfy this criterion. See Conformance Requirement 5: No Interference.

Note 3: For content that is periodically updated by software, or served to the user application by streaming, there is no obligation to preserve or present information that has been generated or received between the start of the pause and the restart of the presentation; not only might it not be technically possible, but in many instances it might be erroneous or misleading to do so.

Note 4: An animation that occurs as part of a content preload phase or similar situation may be considered essential if no user interaction is allowed during that phase, and if failure to indicate progress could confuse users into believing that there has been a failure in the content.

9.6 WCAG Guidelines Conformance Requirements (Conditional)

Condition: When the ICT is a web page

The following five WCAG 2.1 Guidelines conformance requirements [5] must be satisfied at level AA:
1) conformance level;
2) complete pages;
3) complete processes;
4) use of technologies exclusively according to methods that are compatible with accessibility; 5) no interference;
5) no interference.

NOTE 1: In the event that a web page meets all requirements 9.1 through 9.4 or an alternative version conforming to level AA (as defined in the WCAG 2.1 Guidelines [5]) is provided, conformance requirement 1 shall be met.
NOTE 2: According to WC3, “The WCAG 2.1 Guidelines extend the Accessibility Guidelines for Web 2.0 Content [4], which were published in WWW Recommendation format in December 2008. Content that conforms to the WCAG 2.1 Guidelines also conforms to the WCAG 2.0 Guidelines and, consequently, to policies that reference the WCAG 2.0 Guidelines [4].
NOTE 3: Conformance requirement 5 states that all page content, including content that would not otherwise serve as a basis for achieving conformance, complies with 9.1.4.2, 9.2.1.2, 9.2.2.2.2, and 9.2.3.1.

11.8.3 Preservation of accessibility information during transformations (Conditional)

Conditional: When the web content is an authoring tool.

If the authoring tool provides restructuring or recoding transformations and if equivalent mechanisms exist in the content management technology of the output, then accessibility information shall be preserved in the output.

NOTE 1: Restructuring transformations are transformations in which the content management technology remains the same, while the structural characteristics of the content are modified (e.g., linearization tables, division of the document into pages).
NOTE 2: Re-encoding transformations are transformations in which the technology used to encode the content changes.

11.8.4 Repair Service (Conditional)

Condition: When the web content is an authoring tool.

If the accessibility checking functionality of an authoring tool can detect whether the content does not meet a requirement of Chapters 9 (Web) or 10 (Non-Web Documents), as applicable, then the authoring tool shall provide a suggestion(s) for repair.

NOTE: This does not preclude automatic or semi-automatic repair, which is possible (and recommended) for many types of content accessibility problems.
